" ON THE LIGHTER SIDE "


A young family moved into a house next door to a vacant lot. One day a construction crew turned up to start building a house on the empty lot. The young family's 5-year-old daughter naturally took an interest in all the activity going on next door and spent much of each day observing the workers.

Eventually the construction crew, all of them gems-in-the-rough, more or less adopted her as a kind of project mascot. They chatted with her, let her sit with them while they had coffee and lunch breaks, and gave her little jobs to do here and there to make her feel important.

At the end of the first week they even presented her with a pay envelope containing an official payroll check! It was only $2, but the little girl took this home to her mother who said all the appropriate words of admiration and suggested that they take the two-dollar "pay" she had received to the bank the next day to start a savings account.

When they got to the bank, the teller was equally impressed and asked the little girl how she had come by her very own paycheck at such a young age. The little girl proudly replied, "I worked last week with the crew building the house next door to us.

"My goodness gracious!" said the teller. "And will you be working on the house again this week, too?"

The little girl replied, "I will if those dirtbags at Home Depot ever deliver the damned sheetrock!"

" A DRY TOWN "


In a small midwestern conservative town, there wasn't a place to get a drink for miles around, so a local entrepreneur saw an opportunity: He started to build a tavern.

Liking a "dry" town, the local church started a campaign to block the bar from opening with petitions and prayers. The businessman was polite when congregants came to protest, but work continued on the tavern.

But the night before the grand opening, a lightning strike hit the bar and it burned to the ground.

The church folks were rather smug in their piousness after that -- until the bar owner sued the church on the grounds that the church was ultimately responsible for the destruction of his building, either through direct or indirect actions or means.

The church vehemently denied all responsibility or any connection to the building's demise in its reply to the court.

At the first hearing, the judge held up the paperwork and took in the lawyers and both sides of the lawsuit.

"I don't know how I'm going to decide this," the judge said, "but as it appears from the paperwork, we have a bar owner that believes in the power of prayer, and an entire church congregation that doesn't."

The Future of Downtown Napa



Downtown Napa will eventually have an accessible waterfront, but currently it is a construction project. A huge floodwall is under construction around the Napa Mill complex at 5th and Main streets. The floodwall will be finished this spring, but then there's a large mixed-use commercial project being constructed between the hotel and the bridge that will block access to the waterfront. This project is supposed to be completed in late summer 2008, and only then can a new guest dock be installed.

The city plans to install a 228-foot dock, twice the size of the one that used to be there, providing a great overnight destination for boating visitors. The dock will be convenient to the Napa River Inn for those who want a night off the boat, and there's a nice assortment of restaurants within walking distance, including the excellent Celadon. But it appears that it will be spring 2009, at the earliest, before this will be ready. We can only hope the river will be made less dangerous by then.

When it is completed in late 2008 or early 2009, the Napa waterfront will have a large guest dock and a waterfront promenade. This rendering shows what the waterfront will look like when it is completed. This is the area hidden behind the steel wall in the picture above.

You can go a few hundred yards past the Napa Mill floodwall, to the fixed bridge over 3rd Street, which marks the end of the navigable river (except for small boats) and the start of Napa Creek. There's no dredging north of 3rd Street.

On The Riverfront: Project Promises to "Make a Splash" Downtown.

Channel Properties held a “bottoming out” ceremony Friday for the Riverfront, an ambitious mixed-use development with aspirations of redefining downtown Napa’s riverfront.

From what is now an enormous 25-foot-deep hole on Main Street, stretching from Third Street to Fifth Street, will emerge three and four stories of residential condominiums, specialty stores, restaurants and offices.
“Our future is today. It’s here,” said Cassandra Walker, the city’s economic development manager, at ceremonies attended by some 50 people.

Mike DeSimoni Sr., a longtime Napa resident with a passion for downtown, said his family’s project would accelerate downtown’s makeover as place for dining, shopping and recreation.

Located next to a portion of the river trail that will ultimately extend seven miles, including a broad promenade through downtown, the Riverfront will help Napa achieve its tourist potential, he said.

“This is going to be a destination. This will be a place that people want to see, a place where you can walk with your kids,” DeSimoni said.

This is likely Napa’s most expensive private development, with an estimated cost of $72 million. The 50 condominiums will sell for an average of $1 million, DeSimoni said.

DeSimoni said 178 potential buyers had already expressed interest in buying third- and fourth-floor condos that won’t be available until late in 2008.

“This is a project that will kick off the revitalization of downtown Napa,” said Margaret Hager of the Mechanics Bank, a lender to the project. Many potential buyers are older Bay Area residents who would like a second home in the Napa Valley, she said.

The Riverfront will have nearly an acre of retail and restaurant space, with premium rents in the vicinity of $5 a square foot, nearly 50 percent more than downtown’s current top rents.

One of three restaurant spaces has already been leased to Emporio Rulli Gran Caffé & Ristorante, which has an operation on San Francisco’s Marina District, said Craig Semmelmeyer of Main Street Property Services, the retail leasing agent.

In addition, the Riverfront will have several smaller eating spaces as well as a coffee shop. The coffee space has been leased to a highly-regarded operator whose name will be released shortly, Semmelmeyer said.

The project’s location on the Napa River and the downtown river promenade will be a major plus in attracting both tenants and customers, Semmelmeyer said.

Four blocks of promenade, from south of Napa Mill to north of Downtown Joe’s, are scheduled to be open to the public early next year.

Eventually, a river trail will run the length of the city. It will connect such emerging downtown attractions as the Westin Verasa Hotel, the planned Ritz-Carlton hotel and the nearly finished Oxbow Public Market, as well as two established tourist draws, the Napa Valley Opera House and Copia.

The Riverfront will have a two-story garage with more than 200 spaces to accommodate residents and workers in 30,000 square feet of Class A office space.

The garage and buildings will rest inside a concrete “bath tub” with a dewatering system to keep ground water out, said Dave Johnson, whose firm, Johnson Lyman Architects, designed the project.

Piles were pushed deep into the ground to anchor the project and counteract the buoyancy of the ground water, Johnson said.

Asked to describe the project’s architecture, Johnson said it captured the historical flavor of the Napa Valley as well as the “Old World.”

The Riverfront is also buying 50 spaces in the new city-county garage that is the preliminary stages of construction on the north side of Main, behind the jail and county offices.

Channel Properties is an off-shoot of the DeSimoni family’s main business, Channel Lumber in Richmond. Channel Properties also owns the Winship Building at Main and First, which underwent restoration several years ago, the Alexandria Square office-restaurant building at Main and Second.

Did You Hear about SNAC?

Neighbors in South Napa have been concerned about developments in the neighborhood for some time. Sheveland Ranch is a prime example. To some, it seemed the City of Napa was using the area along South Jefferson/Imola for too many high density housing projects.
When yet another project came up for approval, many objected to the proposed features and density that would detract from the character of the area. The potential developer didn’t want to build the project as the City was demanding, but felt compelled to go along or be unable to fully utilize his property.
An ad hoc committee was formed to represent River Park, Newport North, The Napa Yacht Club, Green Meadows, The Meadows retirement facility and River Park Manor apartments to help improve the project for a more positive impact on our community.

A “grassroots” organization, the South Napa Area Coalition (SNAC) carried a message to the City that we do not intend to become the “dumping ground” for the City’s housing problems. The developer was open to our ideas and negotiated a new design to present to the City. The improved design was approved.
SNAC remains a grassroots organization poised to respond to issues affecting South Napa. Developers now contact SNAC prior to presenting projects for approval and we have had a very positive impact on designs and implementation.

SNAC is now recognized by the City as an important and very positive voice for our neighborhoods.




Banks and Dredging Report
(River Park Marina Association)


The Association has been working with the City of Napa for several months to initiate a project to repair banks and dredge locations in our River Park Marina Maintenance District. The last work was done in 1996 and then some locations were not fixed or not fixed properly. Several sites need significant repair and priorities will be up to River Park Association, including Newport North and others who pay into the District fund, to determine priorities, using available funds.

A “sounding survey” was made in March, 2006 and an annual bank inspection in August. This will help us set priorities are for both repair and dredging. We may align with The Napa Yacht Club to save some mobilization costs, but that will be determined later. On February 1st, the City issued a Request For Proposal to 8 “Supervising Engineering Firms”. Responses are due on February 28th.This RFP will put in place the technical resource for overall performance of the project. Once the scope of any work is understood there will be another bid process to identify a contractor with marina experience to carry out assigned work orders.

We hope work can begin in early summer and be completed by August or September. There will be a need to temporarily move certain boats and docks for access so the contractor can complete their assignments in a timely way. Proper notice of schedules will be given for planning purposes.

UPDATE: The long awaited bank project is now on the calendar and work will take place June through September of 2008. A contract approved by the Napa City Council on June 19th allows up to $200,000 to be paid to Winzler & Kelly Engineering as supervising consultants. The firm will perform whatever studies they feel necessary to determine the amount of work that must be done to our waterways. This includes bank repairs as one project and dredging as another project. They will subcontract the work, but be responsible for the timely and successful completion. They will be encouraged to use the bank inspection and soundings done by the city and representatives from August of 2006. Once they have determined the scope of the total project our district will make some determinations as to specific task priorities based on need and costs. We know there are several places needing attention and repairs sooner than others.

Two major issues of the total project are getting permits and then what to do with the dredging spoils. Permits are a multi-agency issue and can take a long time to obtain. That process needs to take place long before any work can begin. Furthermore, there are certain times when work, especially dredging, can be done. When fish are running, when the phase of the moon isn't just right.....who knows what all is included. That's what Winzler & Kelly are supposed to know. Winzler & Kelly Consulting Engineers have offices throughout California and Micronesia. They are a winner of the CELSOC Honor Award for 5 years running, judged as one of the top 50 firms to work for.

“Choosing The Right Real Estate Agent”


Selecting the proper Realtor is an extremely important factor when buying or selling in today's marketplace. Would you ask your plumber to compute your taxes or ask your attorney to rewire your home? Of course you wouldn't unless they were highly skilled and licensed in those areas. Would you hire a nurse who did investment banking, on the side, to handle your investment portfolio. Again, the answer would probably be NO. And better yet...would you ask your Realtor to ''set'' your broken arm...allow me answer that. I am a ''full time'' Realtor and don't have the time but would be happy to refer you to a great physician! Why then, would you hire anyone but a ''full time'' Realtor who will have the necessary education, experience and time to handle your Real Estate needs, which quite possibly, could be your largest investment? With this information I'm confident you would make the proper choice.

All of the above chosen professions are honorable and anyone that will stand out in their chosen field has the extensive training and experience that is required to rise above the competition and exceed expectations.

Be wary of Real Estate Agents or Mortgage Brokers that say that they "themselves"can "handle all of your needs" (i.e., Real Estate agents that can also give you the loan for your new purchase or Mortgage Brokers that can also list your home or sell you a home). Believe you me, maintaining a high level of professional, ethical and educational standards in either of these fields is an accomplishment.

What types of advertising are successful? Do "Open Houses" draw buyers? Are internet web sites successful when promoting listings? What about a "For Sale" sign?

Don't be afraid to ask questions! What is your experience level? Are you a ''full time'' Realtor? Is Real Estate your sole source of income? If I have questions are you available evenings and weekends to meet? Do you have any vacations planned? Does your assistant handle your business for you? How much time will you personally devote to my purchase and/or sale. What qualifications do you possess that should convince me to trust you with the sale or purchase of my largest investment?
